Leaders of the Great Lakes Region Convene in Kampala to Review the Political and Security Situation in Eastern DRC

Kampala, Uganda – On 28 May 2025, Heads of State and Government from the signatory countries of the 2013 Addis Ababa Peace, Security, and Cooperation (PSC) Framework for the Democratic Republic of the Congo (DRC) and the region gathered in Kampala, Uganda, to assess the evolving political and security situation in the Great Lakes region. The high-level meeting was convened under the leadership of President Yoweri Museveni of Uganda as Chair of the Regional Oversight Mechanism of the PSC Framework.

The meeting brought together key regional leaders and international partners, including Mr. Huang Xia, United Nations Special Envoy for the Great Lakes region. Representatives from the African Union (AU), the Southern African Development Community (SADC), and the International Conference on the Great Lakes Region (ICGLR) were also in attendance, participating in their capacity as Guarantors of the PSC Framework agreement.

Central to the discussions were regional relations impacting the situation in eastern DRC, and the effectiveness of ongoing peace initiatives. Emphasis was placed on the importance of inclusive approaches, highlighting the critical role of women and youth in peacebuilding and conflict resolution efforts.

In addition, participants reflected on the need to revitalize the PSC Framework to respond more effectively to current and emerging challenges across the region. In this regard, an Action Plan was adopted along with a communiqué sanctioning the end of the summit.

The meeting concluded with a statement from President Yoweri Museveni reiterating the region’s commitment to coordinated action in the pursuit of lasting peace and stability.
