From data to insight: Strengthening regional monitoring and political analysis through AI innovation in the Great Lakes region

The political landscape of the Great Lakes region is rapidly evolving, with developments unfolding across multiple countries, actors, and information channels. For the Political Affairs Unit (PAU) of the Office of the Special Envoy for the Great Lakes (OSESG‑GL), the challenge is no longer accessing information but transforming an overwhelming volume of open‑source material, reporting, and AI‑generated content into timely, structured, and actionable analysis. Fragmented information ecosystems—spanning social media, local reporting, international media, and geospatial signals in multiple languages—create risks of missing early warning signs, inconsistent workflows, and time‑intensive manual processes.

PAU has long maintained a Regional Events Tracker to monitor political, security, economic, human rights, and humanitarian developments. However, manually updating it became increasingly unsustainable. This prompted a collaboration with the UN DPPA Innovation Cell (IC) to explore how AI‑enabled tools could automate and strengthen analytical workflows.

Over three weeks, the IC and PAU worked together to test practical ways of structuring and using existing information more effectively. Three main workstreams guided the collaboration. First, the team examined how generative AI could support political analysis by consolidating narrative reporting, surfacing recurring themes, and helping draft structured analytical outputs—reducing time spent on basic synthesis. Second, they explored ways to make open‑source monitoring more systematic, including improved source curation, content aggregation through feeds and dashboards, and lightweight methods for tracking events and narratives over time, with an emphasis on transparency and analyst oversight. Third, they prototyped integrated analytical workflows using agents in Microsoft Copilot to combine narrative reporting, open‑source material, and structured data into coherent, analyst‑supervised insights.

Parallel efforts examined how AI tools could support strategic communications, such as monitoring social media, synthesizing media reporting, and tracking mandate‑relevant narratives. These pilots were intentionally small‑scale and iterative, designed to be adapted rather than replicated wholesale.

Initial findings show clear added value: faster synthesis of large datasets, more consistent narrative tracking, and clearer analytical structures. Yet human judgment remains central. The collaboration demonstrates that targeted, incremental improvements—co‑designed with analysts and adapted to regional linguistic and cultural contexts—can enhance political analysis without compromising rigor. Building on this work, PAU will now advance automation of the Regional Events Tracker and identify additional workflows that could benefit from similar innovation.
